يكي از قديميترين مفاهيم و اختراعات بشر «بازار» بوده است كه در تمام تمدنها و فرهنگها و براي كالاهاي گوناگون وجود داشتهاست.الكتريسيته نظير يك كالاي ساده نبوده و بازارهاي آن نيز پيچيدهتر از بازارهاي ساير محصولات ميباشد.در قسمت اعظم قرن بيستم وضعيت بدين منوال بودهاست كه، مصرفكنندهها امكان انتخاب در خريد انرژي الكتريكي، ندارند. آنها ملزم به خريد انرژي الكتريكي از شركتي هستند كه در منطقه آنها انحصار عرضه برق را در اختيار دارد. بعضي از اين شركتهاي برق، ساختار يكپارچه عمودي دارند بدين معني كه عهدهدار توليد انرژي الكتريكي، انتقال آن از نيروگاهها به مراكز بار و توزيع انرژي بين مصرفكنندهها هستند. در ساير حالتها، شركت برقي كه مصرفكنندهها برق را از آن خريداري ميكنند، تنها مسئول فروش و توزيع انرژي در ناحيه محلي خود ميباشد. چنين شركتي، به نوبه خود بايد انرژي الكتريكي را از يك شركت توليد و انتقال برق، كه داراي انحصار در يك ناحيه جغرافيايي وسيعتر است، خريداري نمايد. در بعضي نواحي جهان، اين شركتهاي برق، بصورت شركتهاي داراي مقررات خصوصي و در نواحي ديگر بصورت شركتهاي ملي يا بنگاههاي دولتي بودهاند. صرفنظر از نوع مالكيت و ميزان يكپارچه عمودي بودن، انحصارهاي جغرافيايي، معمول بوده است...
